CIDH CONDENA ASESINATO DE DEFENSORA DE DERECHOS HUMANOS EN HONDURAS

Washington, D.C., 5 de febrero de 2009 - La Comisión Interamericana de
Derechos Humanos (CIDH) condena el asesinato de Cynthia Nicole
(registrada al nacer como César Noel Moreno), líder del Colectivo
Violeta, organización que trabaja por la defensa de los derechos de
las personas transgénero en Comayaguela, Honduras.

Según la información recibida por la CIDH, el 9 de enero de 2009,
personas desconocidas dispararon contra Cynthia Nicole desde el
interior de un vehículo en movimiento en el barrio Guaserique,
Comayaguela, causándole la muerte. La CIDH urge al Estado de Honduras
a realizar una exhaustiva investigación y sancionar a los responsables
de este asesinato.

La CIDH ha recibido información sobre la situación de inseguridad de
las personas que trabajan en defensa de los derechos de Lesbianas,
Gays, Transgénero y Bisexuales (LGTB) en Honduras. Como ha manifestado
la CIDH en su informe sobre la situación de defensores y defensoras de
derechos humanos en las Américas, la labor de defensores y defensoras
es esencial para la construcción de una sociedad democrática sólida y
duradera, y tienen un papel protagónico en el proceso para el logro
pleno del Estado de Derecho y el fortalecimiento de la democracia.

La CIDH es un órgano principal y autónomo de la Organización de los
Estados Americanos (OEA), cuyo mandato surge de la Carta de la OEA y
de la Convención Americana sobre Derechos Humanos. La Comisión
Interamericana tiene el mandato de promover la observancia de los
derechos humanos en la región y actúa como órgano consultivo de la OEA
en la materia. La CIDH está integrada por siete miembros
independientes que son elegidos por la Asamblea General de la OEA a
título personal, y no representan sus países de origen o residencia.

IACHR CONDEMNS MURDER OF HUMAN RIGHTS DEFENDER IN HONDURAS

Washington, D.C., February 5, 2009 — The Inter-American Commission on
Human Rights (IACHR) condemns the murder of Cynthia Nicole (registered
at birth as César Noel Moreno), a leader of the Colectivo Violeta, an
organization that defends the rights of transgender persons in
Comayaguela, Honduras.

According to the information received by the IACHR, on January 9,
2009, unknown assailants killed Cynthia Nicole by firing gunshots from
inside a moving vehicle, in the neighborhood of Guaserique, in
Comayaguela. The IACHR urges the State of Honduras to conduct an
exhaustive investigation and to punish those responsible for the killing.

The IACHR has received information about the situation of insecurity
faced by those who defend the rights of the Lesbian, Gay, Bisexual,
and Transgender (LGBT) community in Honduras . As the IACHR noted in
its Report on the Situation of Human Rights Defenders in the Americas
, the work of such defenders is essential for building a solid and
lasting democratic society. Human rights defenders play a leading role
in the process of pursuing the full attainment of the rule of law and
the strengthening of democracy.

A principal, autonomous body of the Organization of American States
(OAS), the IACHR derives its mandate from the OAS Charter and the
American Convention on Human Rights. The Inter-American Commission has
the mandate to promote respect for human rights in the region and acts
as a consultative body to the OAS in this matter. The Commission is
composed of seven independent members who act in a personal capacity,
without representing a particular country, and who are elected by the
OAS General Assembly.
